In this course, we will study the legal regulation of the urban and suburban environments. Developers, environmentalists, homeowners, and other political actors are constrained and empowered by a wide range of legal rules and institutions that help determine the nature and structure of land use and development in America. Specific topics may include constitutional limitations on regulation, environmental controls, zoning and planning, the politics of development, transportation, environmental justice, and the current debate over "smart growth."
