With Congress debating historic cap-and-trade and energy legislation, many states have already developed innovative programs for reducing greenhouse gas emissions and energy demand. This day of workshops will bring together state leaders and others from around the country to explore lessons learned from the state models, to share their strategies with policymakers on Capitol Hill, and to discuss ways that they can continue to lead.
