This course will examine the Constitution's allocation of power among, and its system of checks and balances regarding, the executive, and judicial branches of the U.S. government. The main focus of the course will be on the constitutional relationship between the President and Congress, but the Supreme Court's role in policing the boundaries of executive and legislative power also will be addressed. Topics will include theories of executive power; the President's veto and pardon power; executive implementation of federal law; foreign affairs and national security; war powers; mechanisms of congressional oversight of the executive branch; appointment and removal of federal officials; executive privilege; and impeachment.
