Law 215 - Law and the Poor (Prof. Handler)

The course deals with the major income-maintenance programs in the U.S.: Temporary Assistance for Needy Families (TANF) Disability, Food Stamps, Supplementary Security Income, Social Security, and General Relief. The emphasis is on the interactions of moral attitudes towards the poor and the structure and implementation of law, policy, and administration. Major themes are the distinction between the deserving and undeserving poor, moral behavior, race, gender, work and welfare. We will concentrate on the current welfare reform. Students are required to spend one day working with the Public Counsel advocating for General Relief recipients. No prerequisites, 3 unit course, final examination.
