Change and the Environment for Volume 27, Issue 2.  The Emmett Center is a groundbreaking nexus of legal scholarship, research and policy study, and is the first such center housed at a law school.  In the early days of President Obama’s administration and developing federal action on climate change, we are examining state and regional policy and legal efforts to address climate change.  The issue focuses on how states are addressing the climate crisis in light of federalism constraints and opportunities, and what their future role will be or should be in the context of a national climate policy.

Congressman Henry Waxman authors the Foreword to the issue, introducing participation by officials in the following states: Arizona, California, Colorado, Connecticut, Illinois, Massachusetts, New York, and Wisconsin.

Complementing the policymakers’ memos, we are pleased also to include a constitutional analysis of the Regional Greenhouse Gas Initiative (RGGI) by Professor William Funk of Lewis & Clark Law School, and two comments on climate change issues authored by students at UCLA School of Law.
