David Kaye, Executive Director of the International Human Rights Program, Publishes Essay in Foreign Affairs on Whether the International Criminal Court Can Arrest Muammar al-Qaddafi

May 19, 2011 -- David Kaye, the executive director of UCLA School of Law's International Human Rights Law Program, published an essay in Foreign Affairs on whether the International Criminal Court, which has issued arrest warrants for the Libyan leader Muammar al-Qaddafi, his son and his brother-in-law​, can gain custody of them.
