March 30, 2014 -- Professor Eugene Volokh commented on cities and states that have passed strictures that equate "annoying" with "illegal." His comments appear in a Wall Street Journal article.
Courts have also blessed harassment and stalking laws that bar one person from repeatedly contacting another "with intent to annoy," said Eugene Volokh, a law professor and First Amendment expert at the University of California, Los Angeles.
Mr. Volokh said laws that broadly ban being annoying face a tougher time in the courts.
