Cara Horowitz Discusses Possibility of Legal Challenges to Cap-and-Trade System in Greenwire Article
October 26, 2012 -- Cara Horowitz, the Andrew Sabin Family Foundation executive director of the Emmett Center on Climate Change and the Environment, commented on the possibility of legal challenges to California's cap-and-trade system. Her comments appear in a Greenwire article.
"The cap-and-trade program will likely go forward without significant tinkering by the courts," said Cara Horowitz, executive director of the Emmett Center on Climate Change and the Environment at the UCLA School of Law. "There may be changes on the margins, but on the whole, I bet against true reversal by the courts."
