Sex and HIV in Correctional Facilities:
Legal and Public Health Perspectives

September 30, 2002
5:30 - 7:30 p.m.
UCLA School of Law, Room 1430

2 hours of CLE credit available

Reception to follow

On September 30, 2002, the Charles R. Williams Project on Sexual Orientation Law will present a panel discussion on the topic: Sex and HIV in Correctional Facilities: Legal and Public Health Perspectives.

During this panel, legal experts, advocates, scholars, researchers, and post-incarcerated persons living with HIV will discuss 1) how correctional facilities respond to sexual activity; 2) the risks, incidence, and treatment of HIV infection in correctional facilities; and 3) the issues faced and posed by post-incarcerated people living with HIV/AIDS. The panel will focus on innovative, and at times controversial, programs in Los Angeles County to prevent the spread of HIV and to assist the post-incarcerated. For example, this past year, the Los Angeles County Jail quietly started the largest condom distribution program in the United States. Panelists will discuss how this program was approved, its effectiveness so far, and the likelihood of its replication in other correctional facilities.

Practicing attorneys who attend the event will be able to register for two (2) units of continuing legal education (CLE) credit.

The panel discussion will be moderated by UCLA School of Law Acting Professor Sharon Dolovich. Panelists will include:

  • Mary Sylla, J.D., Director of CorrectHELP;
  • Ronnie Snyder, R.A.R.E. Program Manager of CorrectHELP;
  • Jenell Lagard, Transitional Case Manager Supervisor, Tarzana Treatment Center ;
  • William King, M.D., J.D., Clinical Instructor in Infectious Disease, UCLA Department of Medicine; and
  • A representative from the Los Angeles County Jail.

THE CHARLES R. WILLIAMS PROJECT ON SEXUAL ORIENTATION LAW

The Williams Project is a think tank dedicated to the field of sexual orientation law and public policy. The Williams Project supports legal scholarship, legal research, policy analysis, and education regarding sexual orientation discrimination and other legal issues impacting lesbian, gay, bisexual, and transgender people. The Williams Project originated from the recognition that issues central to sexual orientation law not only impact the lesbian and gay civil rights movement, but have profound implications for the development of the law and public policy in general. Drawing on the tremendous intellectual and material resources of UCLA, one of the nation's leading universities, the Williams Project provides a national center for the interdisciplinary exploration of these issues by scholars, judges, practitioners, advocates, and students.

The Williams Project was made possible through the vision and generosity of philanthropist, educator, and businessman, Charles R. Williams. Professor William B. Rubenstein, one of the nation's leading experts on sexual orientation law, is the Project's Faculty Chair. Professor R. Bradley Sears is the Project's Director.
