I attach the paper for my faculty workshop. It is an excerpt from a published paper which I am now developing into a book to be published by Random House. The project is still very much in progress and I eagerly anticipate your comments.

The Table of Contents and the Introduction should provide a sense of the whole argument. Those pressed for time may wish to skip either Part III.B on Race-Based Covering or Part III.C on Sex-Based Covering. For those who wish to read the unabridged version, it is now available on Westlaw.
