Comparative National Security Law and Policy

This comparative course focuses on the global legal environment in which national security and counterterrorism efforts function today. The course focuses on a comparative analysis of the different approaches to national security to include: the different legal definitions of terrorism applied in the U.S. and across the globe, the designations of different organizations as terrorist groups, the legal approaches to national security cases (to include the military commission at Guantanamo Bay), the different considerations applied to balancing privacy (including the GDPR) and security, the impact of emerging technologies on national security issues, electoral interference as a national security issue, and the impact of social media on national security issues in different countries.  The course will also focus on the legal and policy approaches used by different countries to address specific terrorist organizations, and whether those efforts proved to be successful.  The goal of the course is to examine the global legal structures aimed at addressing national security, and the influence of other countries on American law and policy.
