This seminar examines the theoretical underpinnings of several major types of regulation, as well as the practical issues involved in implementing and enforcing each.  We will explore the selection and impact of regulatory forms from a variety of disciplines and viewpoints, including law, economics, and sociology.  In particular, we will focus on traditional command and control regulation, market-based regulation such as emissions trading, management-based regulation such information disclosure, and prevention-based regulation.  We will also explore issues of compliance and enforcement.
