On February 24, Emmett Center Director Cara Horowitz appeared on the San Francisco radio station KQED's "Forum" news program, to discuss a recent proposal to institute a state carbon fuels tax. The proposal was introduced by California Senate President Pro Tem Darrell Steinberg, who was also featured on the program. Steinberg's suggested program has met skepticism from many in the environmental community, as it would displace a large part of the state's cap-and-trade program for greenhouse gases. On the program, Horowitz said the proposal could be undesirable even for those generally in favor of a carbon tax approach, given the investment that has already gone into developing the cap-and-trade regime.
