Professor Cara Horowitz Speaks to KQED Radio on the Need for State and Regional Governments to Work Together to Cut Greenhouse Gas Emissions

December 11, 2015 – At the conclusion of the Paris Climate Conference, Professor Cara Horowitz spoke to KQED Radio's "The California Report" on why state and regional governments need to work together to cut greenhouse gas emissions.   

Professor Horowitz said that while national governments put together big goals, it’s actually the local governments – sub-nationals – that put together the policies that make them happen.  “It pushes national negotiators just a little bit further than they would otherwise go, knowing that their sub-nationals are behind them, and in some cases, ahead of them,” said Professor Horowitz.
