Cara Horowitz of Emmett Institute Publishes Op-Ed in The Conversation on the Delayed Implementation of Clean Power Plan

February 16, 2016 – Cara Horowitz, co-executive director of the Emmett Institute on Climate Change and the Environment and co-director of the UCLA Environmental Law Clinic, published an op-ed in The Conversation about the U.S. Supreme Court decision to temporarily halt implementation of the Clean Power Plan. She discusses the central role the Clean Power Plan plays in federal climate policy and the implications this court decision has for the next president.
