Professor Carlson of Emmett Institute Cited by Vox on California’s Climate Efforts & Legality of Cap-and-Trade

August 29, 2016--  Ann Carlson, Shirley Shapiro Professor of Environmental Law and faculty co-director of the Emmett Institute on Climate Change and the Environment, was cited by Vox in an article addressing CA’s new and ambitious climate change measures and the legality of the state’s cap-and-trade system, a program California might continue in its effort to reduce emissions.  Professor Carlson points out that relying more heavily on the cap-and-trade system comes with concerns-- questions about the legality of cap-and-trade and constraints from previous bills may not make it the best course of action in CA’s fight for cleaner air.
