Professor Carlson of Emmett Institute Co-Authors Legal Analysis of Potential Effects of CISO Expansion

August 18, 2016-- Professor Ann Carlson, Shirley Shapiro Professor of Environmental Law and faculty co-director of the Emmett Institute on Climate Change and the Environment, co-authored a report on the effects of the California Independent System Operator’s expansion to include Pacific Corps as an additional transmission owner.

 The report addresses the question of whether this expansion would disrupt the jurisdiction the Federal Regulatory Commission has over environmental policies in California that affect electricity, and whether the expansion would alter the constitutionality of California’s current environmental policies under the Commerce Clause.

 William Boyd, professor of Law and John H. Schultz Energy Law Fellow, University of Colorado Law School, co-authored the report, which was written in consultation with Professor Ethan Elkind, director of the Climate Change and Business Program at UC Berkeley and UCLA Schools of Law and Daniel Farber, Sho Sato Professor of Law at UC Berkeley School of Law.
