Cara Horowitz of Emmett Institute Comments in ClimateWire on Legality of California’s Auction of Greenhouse Gas Permits

Cara Horowitz, co-executive director of the Emmett Institute on Climate Change and the Environment, commented in a ClimateWire article about how the 3rd District Court of Appeal in Sacramento will soon hear arguments for California's authority to conduct auctions of greenhouse gas permits. The permits provide a lucrative source of funding, generating more than $3 billion so far for the state's high-speed rail project, affordable housing near transit and other programs linked to emissions reductions.
