Professor Motomura Speaks to New York Times on History of Immigration Regulations

In a New York Times narrative highlighting the struggles of an immigrant facing deportation, Professor Hiroshi Motomura was quoted on the issue of who holds authoritative power for enforcement in such decisions throughout history.  “We’ve always had these really broad laws so what the history really is about is what the executive wants to enforce,” Motomura said. “Right now, we see the swing of the pendulum back to the harshest possible interpretation.”
