Cara Horowitz Comments in San Diego Union-Tribune on Carbon Credits

Cara Horowitz, co-executive director of the Emmett Institute on Climate Change and the Environment, was quoted in The San Diego Union-Tribune on the new carbon credit scheme to allow new suburban sprawl without running afoul of California’s increasingly strict requirements to fight climate change. “It’s a novel strategy, and it’s likely to be an increasingly popular one if it succeeds here,” asserts Horowitz.
